Commonsense is not so common now-a-days. And besides. We are regulating ourselves. Not the mods on this issue. There can be not specific set of rules that can warrant 'notification'. It is completely up to an individual user wether to report another user or not.
I agree *guidelines* should be talked about. But in practice there is so much sarcasm in this forum that a single post or series of posts need to be looked at deeper as a total user than on an individual basis.
So in effect - making a set of NG 'rules' for this would be ineffective.
Otherwise we will have the mods going into every thread in the political forum reading alot of (leangthy) posts wasting their time. As that would have to be their job. And some may take it upon themselves to ban someone for being "too vocal", where there should be some serious PM'ing to Admin first.
Leave the Mods out of this. It is too big for them, and not their job.
