I think their might be a glitch that stops the NPC civilizations' military from going down

The game and medals work for me. Most other flash games work fine aswell.
Maybe you have to try a different browser. I would recommend firefox.
If you already have the player try reinstalling it.

Some tips for the game:
I finished the game with Europeans which give extra gold and science and grasland for food.
Immediately after starting get the farm upgrade for 250. I did all military things last because when you gift the other civs from time to time and get relationship over 50 noone declares war against you.
If your food production is negative you cant stock food so instead of buying food I bought science and tried to unlock food upgrades. If you want to buy food do it before you run out of stock. I concentrated on money and food mostly and then culture to get to the next aera.

I've beaten it a couple times. My highest score was 593,154,497, population 544,326,775.

I do think the game should have a save feature. It took me two or three hours each time to beat it, which may not be long compared to a game of Civilization, but it's pretty long for a browser flash game.
