I understand not knowing about that stuff, I was just there six years ago, so here's a brief summary to help you out. Things like Paint and Windows Movie Maker are the lowest of the low, along with MOST other free programs. The two programs mentioned above can in fact be combined, in a way, to make a cartoon, but a poor one at best, and with a lot of unnecessary work. Adobe programs are at the top of the software food chain, including Adobe Flash, which is what's used to make everything on this site. Hence the term "flash cartoon."
