This computer is stronger than both of your current computers combined, and 150 dollars cheaper. Name brand can suck it.
Don't know about the graphics card though, but if you're using a computer that old and only in ms paint it should be a problem.

I'm no tech expert, but from what I understand, when dealing with high quality work, it's the processor that needs power, more so than the graphics card.

Huh. I took a look at that, saw the processor and its really low clock rate and thought: "That doesn't sound very powerful". But apparently its processor can boost itself to be more powerful than the one in the Samsung.
...I don't like how hard it is to tell which piece of hardware is better these days.

Graphics cards basically take over the rendering job for the processor leaving the processor free to take on other tasks. So as long as the card is got better stats than the onboard graphics, then you'll see a bit of a boost of speed. Also graphics cards can give you much more control over your monitor including everything from multiple screens (if supported) to color depth and out put.

I used to have a really good graphics card which made up for my shitty processor, but when my motherboard tanked last year, it took my graphics card with it
You typically don't want to overclock your processor, let alone on something that you'd be doing regularly
