Imitation is the sincerest form of flattery,...
...and this is certainly an imitation of Mario Kart, with its own twists, such as the hoverboats.
I highly suggest that you add drifting for better steering. Also, instead of rotating the vehicle on the screen, keep the vehicle straight while rotating everything else so as to provide better prospective. If the characters have unique driving styles, better illustrate them with ratings in mass, acceleration, maximum speed, turning radius, etc; if not, add them in to make the characters unique.
Just one major problem: isn't Raccoon City supposed to be infested and in Resident Evil?
