Explain the 5 W's.
You need to bring it together more. You need to explain WHY his codename is ILL, WHO he is, WHY he is so fast, WHAT SEED's really are. WHO is that woman, and WHY does she want that data? The Who, and the What's, and the Why's need to be answered. Choppy, and i dislike how he was drawn on his side on the floor, looked like he had two fingers holding the trigger of a triangle. Explain the plot before you get to action.

I have seen the Metal Gear Solid intro song been used to many times plus the first conversation is a total rip off of that game.

Your animation needs polishing. When I watched it, all I could think was that this seemed like a patchwork story that ripped off all those other good stories and made them in to one shoddy story.
Did anyone notice how the scene where the female is standing in the hall, surrounded by corpses, looks a lot like the scene from Xenogears?

your story is pretty much a trigun witch hunter robin gungrave rip and the music is somewhat annoying over time and the whole thing was kinda boring your art is somewhat....WEIRD...... the anatomy of the characters are really bad its like a fun house mirror but it was ok work on you stuff more it will work out
