Wow! This is gorgeous! Totally original, excellent, professional look and feel!
My only problem with it it the story arc didn't grab me by the throat and pull me in. I kept watching because the animation is so wonderful.

It's hard not to imagine Alice's gold lipstick as her teeth. Wow can edit, that means that I can write an actual review and stuff now. Let's see, I know you said that in this world technology never advanced past the 90s, but what I can interpret from this is that in the near future, there was major advancements in technology which aloud things like traveling into cyberspace, hover cars, and sentient machines among other things, people thought this would be to dangerous so their solution was to reject their current technology while adapting their recent developments to the technology from a couple decades ago, hence the "artifacts are dangerous " sentiment. If there's more to it than that then I'm really looking forward to hearing the backstory. So far Alice, Cero, and especially the pawn shop guy I think he's Slemo seem comically incompetent, So I guess this show won't take itself completely seriously, still enjoyable though, but I guess that means we won't see a relic black market.
On another note, I really enjoyed the song at the beginning, You need to post it somewhere, now the song in the middle I know I've heard from a recent movie, I don't remember what it's called though.
