I'm playing the DX version and I'm stuck at the part where there's a guy blocking the boardwalk and all I have is a petition. How do I get past?

This has to be my favorite game on Newgrounds. The characters are so lovable (well, maybe not all of them)(That kid on the docks.. Man, I felt sorry for him....) The story is simple, but nice. The music gives me old-school gaming vibes (Paperboy mostly, because Benson has a bike). Oh, and don't get me started on the artstyle. Gorgeous!! Real nice man, keep it up!
