steampunk is the use of old-timey steam technology to create massive mechanical monsters.
usually there are muskets and swords... and giant steam-crabs.
cyberpunk is using the above, but with post-apocalypse technology.
That's a pretty shallow way to describe it. Not really inacurrate, you sort of misrepresent it. Especially when you said cyberpunk is post-apocalyptic. Go watch the cartoon Future here on NewGrounds. It is VERY cyberpunk, and yet not at all apocalyptic.
And giant monsters and such are not a requirement of steampunk either. Steampunk refers to a style and universe where society realies on the abilities of steam power rather than analog or digital technology like you would see today.
Even my description is spartan, but I think it covers it all a little more concisely than yours.

no it's definitely steam-punk, check the steam exhaust stacks. Besides how are you going to tell the artist how he intended for his piece to interpreted...bunch of backseat artist on NG, I'll tell ya!

it has to show a little wood or other primitive material or fit in a style that is contemporary to that timeline. I'll make a steampunk pic and submit it sometime tomorrow to give an example.

well this looks more steampunk. and yeah, previous one was a cyberpunk.
I love steampunk art, especially when it's really creative or out there, anyone here ever see the movies "SteamBoy" or "Casshern"? those to movies hae some amazing steampunk art, casshern could be argued as cyberpunk to i guess. both cool movies i'd check them out.
and NGmastah yours still seems to futuresque to look steam punk, your have the basic elements just the wrong look :)
