Actually, I think Vader believes that his child died when Padmé did, so he didn't bother to check if he was brought to Tatooine. Yoda told to hide the children in places where the Sith couldn't sense them, so I take it Tatooine was remote enough to hide. This is also why Yoda himself hid in Dagobah; his presence was not detectable because of the planet's strong Dark Side aura.
