Well, I'm going to compile a list of audio programs at some point very soon, but for the moment, check these out:

Doesn't the audio have to be yours and not something you got off the computer?
Can you just copy the song but you played the guitar or whatever intrument you want?
I would like to submit audio but I heard it doesn't get much attenion as the other stuff does.
Well the only tip I can really give you is to get XP or ME. They hold a program called Sound maker or something. YOu also need either a mic or a webcam to publish the noise on your comp. It does not work that good so you should not use it, but that is the only tip I know.

Oh ya I remember what it is called now. It's called Sound Recorder. The bad news about it is it only makes wave files. The good thing about it is you can reverse, speed up, slow down and even add echoes to your file.
