A) There is a Flash emulator in development called Ruffle, you can read about it in any of the recent NG News forum posts by Tom or hear about it in this episode of The Newgrounds Podcast where they interview the lead developer:
B) Most submissions to the Portal these days don't require Flash player, so as far as the people submitting them go, once Flash is killed off it will essentially be business as usual.

I am friends with an indie animator and cartoonist on YouTube who has produced a bunch of animated cartoon videos and comics videos for YouTube. He produces his cartoons using Flash. I asked him what is he going to do when support for Flash comes to an end. I forgot what he said.
Despite online support for Flash ending I would still like to learn how to use the program. He told me it's a very easy program to learn.
Flash is a program I should have learned how to use years ago, along with Quarkxpress, Illustrator and Photoshop.

If he's uploading to YT it shouldn't be a problem though, video exports work all over.
Even twenty year old versions of the software itself are still super handy, and so lightweight compared to the new, hope that what really happens when Adobe tries to shut things down/cut their ties to the format is that newer generations feel free to pick up these old versions too; start experimenting with 'em. Ain't nothing like it! Endless fun; still endless potential what with all the emulation and conversation and such now going on.

It should have little to no effect. I have already undownloaded Flash a while ago and nothing has really changed for me. We have NG player and Unity to help run content and online creators still publish their own with no problems whatsoever running the applications. I am not sure how I am able to watch animations, but rest assured it will not change much.
