The gold ring sound is trademarked by Sega and gives them the right to DMCA-claim a track that uses it, so unless @NekoMika, @LexRodent or @Random-storykeeper says otherwise, I would assume the answer is no, and if you do your track will be removed and you will be banned, thus precluding you from the competition.

Based on the Audio Guidelines, I would say they would not be allowed and could potentially get your track either removed or your account at worst. I don't know how strict Newgrounds is in regards to that stuff, but I would for this particular instance, it would not be allowed. See the Audio Guidelines excerpt below:
You may not use copyrighted / unlicensed samples.
You aren't allowed to have ANY copyrighted samples in your song. Not even a millisecond. Movie quotes, game sound effects, acapellas of popular singers, etc. have a VERY good chance of being copyrighted

It's not advised to use copyrighted audio if you have no licensing.
For a contest piece specially , it's a prerequisite to comply with the rules.

Taking the rules into consideration, since we're each able to submit up to two entries, I doubt that it would be an issue. Each one would be have to be judged as its own submission, however. So, if you're okay with that stipulation, I'd say make the cut and submit them both. That effectively doubles your odds, after all.

As ChronoNomad said, you could split the entry into two parts and it would be judged as two separate entries. Considering they would be based off the same entry, however, it may be difficult to not associate one with the other if they were originally one entry. But for this instance, if you want to split and submit as two separate entries, I would say that that's okay. Just know that it would be counted as two entries and you wouldn't be able to submit another.

They've mentioned previously that a song just a few seconds under may or may not be accepted, so I wouldn't suggest rolling the dice on 2:46. Just expand it a little bit and you'll make the grade.

It really depends. Generally speaking, it would be okay, just as long as a huge portion of that entry isn't taken up by trailing silence. As a general rule, I allow for a 30 second leeway either side of the range, but that doesn't mean I'll accept all submissions that are 2:30. To ensure that your entry will be accepted, make sure to fall into the range. If you are a few seconds off, it shouldn't be too much of an issue, but again, it would be case-by-case.

The part that would be included in the album would be the version you submitted. This could be neither, one or either of them depending on how the entries are judged.
Last 2 months have been pretty bad for me time-wise due to an increased workload through the Covid situation.
I should (hopefully) have Entry 1 done sometime this weekend and Entry 2 done before deadline

Mackievellian has provided the artwork in the description of the audio page (at least I'm assuming this is the inspiration based on the description). I contacted SentinalMusicInc a while ago asking if he could provide the artwork that he was inspired by, but I never got a response.
I actually do have a playlist I've been putting together of all the approved submissions since the start of the contest, although it doesn't have the pieces of art.

Hey guys, just a quick question: Am I allowed to publish my submissions anywhere else, or has it to be exclusively on Newgrounds? I'm asking because I've seen others posting their submissions on YouTube, yet in my opinion, rule 10 in the submission thread forbids you to. Or am I understanding the rule wrong?

You are allowed to post your submissions elsewhere. This rule means to say that you can upload to Newgrounds by way of a Newgrounds account only (obvious but for those who don’t know) and that you have to post your submission in the submissions thread for it to be considered as an entry.
I can understand the confusion, though. I may change the wording for a future AIM if I run it again.

I personally like to wait until the contest has run its course and a winner has been decided before sharing my track(s) on sites outside of Newgrounds, but that's just my own policy. Do it up! Heck, you could even use it for a separate contest, provided that it's not against that contest's rules in some way.

This is one of the main reasons why I changed my name, or don't submit to the art portal. From a professional point of view, potential employers will find you when they Google your name, and you don't want to be affiliated with it, on any level.
