No, that's your responsibility. There have been threads in the past where people have taken the images without the artists' permission and made a flash with them. You're taking credit for their work.
So unless you can get the permission from the artists beforehand, you're not allowed to include their submission. Unless you want your submission removed for that reason.

Do yourself a favour, and send PMs to the artists whose art you're going to use.
Otherwise some of the material you use in your Flash will be stolen, and it'd be flagged by one of the artists whose permission you didn't get.

Plus, if you plan on putting them in the author's credits, they'll have to approve you as a portal buddy first. So I'd say PM them and send a portal buddy request to be safe.
