He probably had the 360 version. For PC owners this is pretty standard but 360 users are use to getting jipped and having to cash out $10 for DLC.

I'm so surprised Microsoft actually allowed free DLC, but I'm not surprised that the free DLC is from Valve.
I mean, Valve always wants to deliver high-quality content to its fanbase either very cheap ($20 for The Orange Box), or free. Valve even went into an argument when it came to The Orange Box with Microsoft and EA.
