I had a $20 bill in my jeans pocket stolen once. I took my jeans off and went to sleep one night and someone looted them while I was sleeping. I never found out who, but I've had my suspicions.

Best way, is to say something along the lines of; "Oh man, i forgot i need to get the train today..." Then there's one opportunity for him to confess, or you can continue by saying something like; "Oh shit, i'm out of cash, how am I gonna get home now?" Of course, this would only work in certain situations, but something similar to that should do the trick, and if not, just confront him about and say "You know, i'm still deciding on your christmas present" hopefully, that'll get him to be nice to you so that he thinks you'll get him a better present.
And if he doesn't confess after this, then you need a new brother...

If he has any gaming consoles, take them and threaten to delete his save files until you're paid back. If he has any computer games, cut his save files from the directory the game is installed on and put them in a passworded rar file inside a flash drive.
