The average Penny-Arcade is, arguably, both older and more intelligent than the average Newgrounds user. I doubt most of these kids' mommies would be willing to drive them halfway across the continental United States to meet some strangers from the internet.
The PAX is not just about Penny Arcade - it's a whole gaming convention and demonstration, open to all developers and guests. Which is why the Newgroungs expo wouldn't be limited to just Newgrounds stuff. This would be a convention open to all animators and web developers.
See what I'm getting at? It would be a world-class animation party under the Newgrounds name.
The developers would have to pay for booths, so I guess that would help with paying for the convention, and less donations would have to be made. Unfortunately, still thousands would be required, unless several groups payed to get booths in the convention, thus giving large (not sufficient) amounts of cash to pay for the convention. Still, money would be needed, just not as much. The more groups that come, the more money for the convention. Maybe even cheaper merch, since it's all in large supply.
