This is an amazing song, but I don't know what Newgrounds's sampling rules think of it.
I've wanted to write up an intricate sampling tutorial explaining what is considered ethical and what is not. When it comes to legal retribution I'm relatively safe in my obscurity. Tom Fulp is more likely to get a cease and desist letter in which case he'd just remove content to cover his own butt. I could just as easily swap offensive samples out for other noises. I almost always link to my youtube samples as a means to try and direct traffic to that content which is usually "stolen" when it's uploaded to youtube in the first place.
I've had a few face to face moments with newgrounds founder and programmer Tom Fulp and from what I can tell he just ebs with the flow of things. He genuinely supports the arts, coding, animation, and all things newgrounds. The guy is wired into the life of the website and he would rather encourage activity than inhibit it. Audio mods in the past have taken severe measures regarding material that was "stolen" but at a certain point artists come to realize that there is a fine line in regards to what sampling is ethical and what is not.
