I see potential. It was wasted, though.
There's definately many ways you could go with this, but this isn't really that good. The animation moves nice, but the actual material is sloppy, the cinematography is garbage, and it looks like it was made in 2004. It does look like there was effort put in, however.
The only thing I can suggest is to give it a story that consists of more than 5 words and an implied setting. If you're going for a Mirror's Edge kinda thing, don't fuck it up with a bullshit "Oh there's a government and they're being mean waaah" setting. If you are going for a minimalistic story, than you went to minimal. I do appreciate that things are left up to speculation, but nothing makes sense. Why is the lady in black running fast with an angry face? Why is the lady in blue trying to kill her? What did the thing at the end mean? Clarity would be nice.
If the story isn't the biggest part, the big part should be the action. I like the shot where she slammed into the one dude, but that was the only cool part. If you're going to be slicing Helicopters, at least give her a sword or a definable weapon/means of killing. The most important part of an action series with sci-fi elements is explosions. Definitely add more explosions.
In general, you should go more for a vibe of badassery instead of 'running running running sloppy boobs running blood'. I, personally, don't want to see a badass character ruined by wishy-washy blushing or by having big boobs. I want to see the lady in black murdering everything in her path whilst not looking at the explosions, and getting into epic and treacherous situations. I don't want to see an "oh kim-senpai" moments.
I'n still not sure who Kim is. The lady in black, right? I hope it is.
