IF YOU LOST because you had no emperor: Pay attention to your happiness. Even if you have all 10 fortress upgrades, you can still be at the first level (citizen) if your happiness is low.
When in doubt: Farm.

But just like the guy before me, I had a very high status, and lost because "we had no emporer."
I'm pretty confused....
the terms of being emperor are described in the 'help' - which i recommend to read carefully...

No Happiness Monument
Then I lost Because It Said I had NO empirerer?
