By using VTFEdit.
It's pretty simple to use:
1. Open an image with VTFEdit
2. Choose your "Maximum Height/Weight"; the maximum for sprays is 128x128, so make sure your
image looks good at that size
3. Save the image; it is automatically saved as .VTF
4. Put the .VTF file in "Program Files\Steam\steamapps\*your username*\team fortress 2\tf\materials\VGUI\logos". You can also use this for any game that supports sprays.
