B/P Rank: I'd personally congrat people with multiples of 100 and then 10's when they get to under 100. I don't think being in the top 2000 or anything like that is a great B/P achievement
Exp Rank: I'd congrat the from the top 10000, and then every 1000. Till under 1000 and then every 100.
