You totally can get out of a garbage whistle; just keep correctly flagging reviews, as well as stolen audio.
Also, check out the Elite Guard Barracks for flagging stolen flash/game submissions. You're welcome to post anything you find to be inappropriate and asking for clarification on what constitutes it, but anything you find stolen requires a verification to the original source.
Also, bad reviews.
Bad reviews are ones that dont leave constructive criticism or outright flame the author/other users or claim a submission is stolen.

You're right. At the time, I meant that leaving a review saying it was stolen was considered an abusive review.

I believe you have to flag rule violating content and reviews.
I've never bothered to do it though because I don't wanna risk flagging innocence content simply because "I thought it broke a rule." and find out I was wrong.

Flag ABUSIVE reviews. Just flagging reviews you deem "bad" or whatever gives you more of a chance of you falling deeper in the hole in terms of getting back out and up to even a "Normal" whistle.
