She didn't force him to, but she still just let him do it without trying to move him in a different direction. If a toddler did this, I am 99.9% certain that any normal mother would just turn around and move the toddler away, or stand up so that the kid can't do it. But she just sits there and lets him.

DON'T make the mistake and see a kid's sexuality through the eyes of a teen or an adult. Yes, kids are sexual creatures, too. But they experience "sexuality" in a very different way. While exploring their own bodies they realize that it feels good to touch certain areas (and those don't necessarily have to be their genitalia) and they explore bodies of other kids as well ("Playing doctor"). This has nothing at all to do with "sex" how teens and adults experience it.
The kid only has to learn that it may be a funny thing to do with his mother, but not as funny if he does it to other people.
