Name that Cartoon

This is a picture from an animated TV series that is pretty obscure. Some people know about it, but even fewer people would even recognize this character. It was aired on TV until a couple of years ago. I will also add that the cartoon is from Canada, but also aired in the US and in Europe, etc, and the photo is that of one of the recurring characters and not a main character.

I will add another character from the show later if people are stumped.

What is the series' name? And better yet, what episode is this of, and the character's name?

It looks like a background character from Atomic Betty.

Probably Total Drama Island or Johnny Test, since they both use the same animation style that it looks like whatever cartoon that screenshot is from uses.

It's probably from the same studio at least

I've never actually seen or heard of that show or the character, I just looked up "Canadian Cartoon Shows" on Google Chrome and looked through the list. Yakkity Yak was the only one I hadn't heard of or seen with an animal as a main character, and the animation seemed to match the picture pretty well.

The What a Cartoon Show, where several '90s era Hanna Barbera cartoons on CN originated for which the network became famous. I watched that all the time back in the day when most of that channel was classic WB, MGM and Hanna Barbera stuff. You can still watch a lot of the shorts on YouTube.

Now look at my icon to the left. Guess what that cartoon is. Yeah, that's not an Evil Dead video game. Though there's a hint there.
