From conception until sexual differentiation, all mammalian fetuses within the same species look the same, regardless of sex. In humans, this lasts for around 6 weeks; after which genetically-male fetuses begin producing male hormones such as testosterone.

It's because people don't sexually differentiate until after six weeks of development. There's your answer.

I'm pretty sure the nipple genes are there before your sex is even determined.

Because you can grow a penis during fetal development but it's ridiculous to say the gender that doesn't use them may lose them in some stage of development after a couple thousand more years of evolution.

In regards to nipples, this may sound strange.

For some reason, my left nipple is more sensitive than my right. I mean it itches easily and one touch from chest hair, it's one heck of a sensation.

it would be stupid to say that men and women are the same, what is really "offensive" is to think that those being different is something wrong, or trying to deny it, men and women are different and statistically have different capabilities, thats not something "bad", they complement each other

I do believe they have something to do with development at birth, like how a females clitoris is just a baby penis that has the potential to develop into a full grown one during the stages of development. They could have been boobs, but they chose not to if they fetus turns male

Nipples are just secondary for males after they past a certain 'growth stage', but they still tickle when we touch them because hormones/nerves, but more so in females
