Needs lots of improvement...
Mostly, I can see this as one hell of a nice way to practice your way of programming a game. But, you must always keep in mind that when you manke a game, it is all about either pleasing your audience, or sending a nice message (if both can be done at the same time, it is even better!). So, having this kind of thought in mind, I would like to point out a couple of things: First, the sound of the shots is way too loud, thus making me turn down the volume severely. Second, I, personally, find that mix of red/blue/black in the title screen as being way too visually agressive, so I reccommend either using softer tones of those colors, or sticking to only one of them for the whole word.
Now, on the brighter side...
Although it is, as you yourself said, a return to the basics, I did find out that this game is really addictive! Moreover, it really worked out as some kind of short vacation from all of those sniping games that seem to swarm all over the internet (which, by the way, really are getting old and boring). Simple, straight-forward, reflex-based shooting game still feels like one of the best choices around for a time-killing activity.
(Also, I noticed a small amout of lag on the cursor movement, was it intentional?)
P.S.: I would really like to see an improved version of this game, perhaps with a couple more stages, and different targets. Also, my tops was 49. ;)
