Unfortunate
I think the whole idea is a good concept, however making Ralph and Neil or w/e the other potheads name is smoking weed in grade 5 is just unrealistic. Arnold being a jacked beast is also a stretch for someone who is like 10 years old.. You should have maintained more of the original character and played more into the Teacher's character as the change to provide any jokes or comments about the stupidity and absurdity of the original television program.
Secondly, i am aware that everyone's defense when criticized is that I didn't make anything so what do I know. In a rebuttal to that, unfortunately for you, it is the viewers whose opinions matter. I like th idea's you put forth in your animation, hopefully you keep it up and make an animation that hits home a little bit more.
Good Luck on ur animations of the future - hopefully the subject matter matures into something that is actually funny for everyone and not just pre-pubescent males.
