Overall, I really enjoyed this! However, nothing's perfect, so here comes the bad part: The actual review!
Artwork was OK:
I saw a lot of things I liked and saw a few things I didn't in terms of artwork. If I had to, I would give it a 8. Reason being, is I saw some shadows that seemed a bit unnecessary and the characters were a bit too ... round? I can't find the proper word for it, but hopefully you see what I'm getting at. You did come close to a Doug for of cartoon, and that I like. Honestly, I say keep trying. Keep practicing. It'll only get better if you do and I'm sure future submissions will be better because of it.
Animation was slightly above satisfactory:
Only thing I didn't like was that the animations at certain times seemed to be repetitive. At one point (the beginning I think) was the main character somewhat floating forward with some arm swings. Everything else after that was pretty good. Perhaps next time you should try and make character movement a bit more spontaneous and lifelike.
Effort:
As you noted in your comment, you say you put a lot of effort into this.
I believe it.
Despite what I have noted above, I can see that you put a lot of work into making this, and I must ay your time was well spent. I look forward to seeing future submissions from you!
Funny:
This video was very funny. It kept me entertained, the jokes were new, and it just shows a lot of creativity. Everyone loves a good comedic mind, and I think with more practice you could have one of the best!
Length:
It wasn't too long and wasn't too short. It may not seem like a big deal, but it is with me. If it's too long, and it's crap, I'm going to want that wasted time back. But I don't want my time back because it was worth watching every minute.
All in all, a pretty good flash for your fourth submission! As I said, I look forward to seeing more in the future.

Thanks for the indepth review. There are certainly things I wasn't happy with in this cartoon, but I think some of the stuff I will be putting out in the future will look much better. Fluid animation is still one aspect I really would like to nail in the coming animations.(I think I may just play around with character movement before I release anything else.) I'm glad you enjoyed the cartoon, and once again thanks for the critique.

it's way too long, you got the time to get bored. More punch jokes would be appreciated. And there was just 3 steps, huh? Vocabulary, Mystery, and How to wear the glasses (xD) ?
