This is perfect for a newcomer!
Well in my opinion, this is great for a newcomer so they can get straight to the point what the whistles mean, how to flag reviews etc, it is really a great flash to use and learn from, especially when you got links to NewGrounds Topics that can help further more. How you could improve it, I'm unsure of, maybe you could add some interactive things (I know 'things' doesn't help much) that could help the person who still doesn't understand the flash very well give it a try themselves. So like where you had the things about the reviews whether good, bad or flagged for abuse, you could put some interactive parts so they can decide if helpful, if not and if abusive, so like there could be 2 buttons that could be wrong and 1 that could be right that it may help the user understand how it works, you know? In my opinion, it's a 10/10 and a 5/5, this is a really useful guide none-the-less. How you may improve it another way is beyond me, I'm afraid.

Kinda hard to read the menu buttons
And spreak engrish! I mean, really. WTF, some of that required some serious translation. Still, thanks for making this little tutorial; it's a service to the NG community, and I gotta give u props for that.
Although I should point out someone did it better only about a week ago....

This is a great help to new users and people that don't know how to flag. Also, I like that multi-colored whistle as you thumbnail! Great work!
