Abrupt/Distorted ending

After the shot I was expecting a "Drop him!" and all the men to shoot him.. yet the evil guy just escapes?!

Seems a bit ambitious.

I like the way you are pointing with this; weapons system gone wrong or abused, and while not a truly original idea, it still remains a thought-provoking subject. However, the story could use a couple of detail changes, for one, the device shouldn't be a weapons system, the ability to freely move matter around, or condense it into any device imaginable, seems more the premise of a construction tool or the technology behind(if the matter condensation principle can be reverse-engineered) a teleportation device. People seem generally more willing to accept a new breakthrough in technology if said breakthrough is something to aide humanity, not to create another killing device. Also, such a device that has such capabilities will probably leave very few situations that they couldn't get out of, and it would take someone with a staggering lack of imagination to see surrendering device as the only option. Maybe take the time to elaborate on how the device could possibly work, is it a hydrogen-powered magnetic field, a controlled-density gravity field? Animation and voice acting could also do some work, but are good nonetheless, it is the writing and story outline that could use more makeup.
