A great opener.
This almost seemed like a demo, like a game trailer seeing how short and limited it was. It needs a lot of things to become a great game though.
First muti characters would be a great idea. I do get the feeling that will be placed in the next chapter considering when you went to use "Shield" it said "protect you and your buddy". Items would be a useful thing as well. Like grenades or a taser gun *to stun, not kill* Menu would be a nice touch as well. That would help to manage your characters health, instead of running into a battle with 120hp and you gotta kill 2 rocket-men and they start the battle of by loading up there guns.
One thing that stuck out on me was, after battle it would say "You feel no improvement" No spoils. ever. And what was the bars about? "attack, ranged, shield?" They don't seem to reflect anything, but I have a hunch that you we're trying to show what moves you used in battle.
I don't know what you we're going for on plot though. It was far to short to understand. Check the cameras, take a pee then walk to a hall way to get your face ripped off? I don't see anything that shows background to the characters, why he's the body-guard to the ambassador and who is Simon? Why is he on the radio?
The graphics could use a touch up. They seemed under-quality with the "hero". During the boss fight however; very creative weapons for the boss. The laser tech was created perfectly to show the raw destructive power of it, but to make prove the battle isn't possible to win, that should have waste "the hero" in one move.
The music you had wasn't to awesome til the battle/boss fights. those made it a 10. I enjoyed the music very much.
It has a bright future with some major changes. it seems like alot, but it really only needs a plot and some true RPG stuff, like a menu, items and more characters.
