You need to add cities in the state that aren't capitals.
For example:
Level 1 difficulty lists 3 cities from 3 different states. So if you know that Carson City is in Nevada and Seattle and Phoenix aren't, you can pick it even if you didn't know that Carson City was the captial.
Level 2 difficulty lists 3 cities, 2 from the same state (Carson City and Las Vegas) and 1 that's a in a different state (perhaps its capital).
Level 3 difficult lists 3 cities from the same state (Carson City, Reno, and Las Vegas).

ah, I understand, thanks! that's great feedback. If I make an updated version I'll do this. This game was just a 2 day side project, just wanted to make something fun while I'm working on my main game. I also plan on making a few more of these mini-games!
