Zatch meets Torugami and learns he intends to move to the next stage of his plan to turn the public and governing council against the duplo. A renegade duplo out for revenge complicates matters as Team Panacea fight to counter Torugami at the council meeting.

Westphalia is an animated web series that follows the exploits of world famous crime fighters, Team Panacea. Led by the brave, but naive, Zatch, the team faces a new threat in the form of rising political opposition as Zatch begins to learn more about his mysterious past.
