It's not that it looks bad or anything, but it's not appropriate for a "movie" section. It looks like an awesome gif to put in a pub or something to add some enviorment, but with nothing happening other than the blinking light, this "movie" has nothing to offer.

I would suggest you'd post it in the art section. It does look really cool, I'd say.

So look, its not that this is bad. It actually looks better than most things in under judgement. But it just isn't a movie. If I were you I would submit this in the art section.
