You say you don't have the proper tools to animate and that's fine, but do not expect sympathy from newgrounders if all you're going to submit is (mind me) crap. The whole "Well cut me some slack" doesn't change the fact that you have not spent enough time and thought into your animations.
summary: If you're going to submit something, at least put some more work into it.
get flash or something, or anything that allows more then just a slideshow-which is what I see here-that can play at least 12 fps. Slideshows just don't cut it here on newgrounds.

You must know, that to do a good animation, the animation has to be smooth.
This one wasn't. Then, the drawings are obviously done with paint et similia.
There is no sound, maybe a bit of sound will help.
The texts are written (or drawed?) with paint as well, which makes it to look even more terrible.
What should I say now? Ah,yes, if you don't to any better, this animation is not going to be accepted at all in the site.

... you know, if you're going to submit something...
AT LEAST submit something that isn't animated with TWO frames per second
add SOUND, make sure its not about 15 seconds long...
If this is just a test, submit into the EXPERIMENTAL genre, and not ACTION
and if its a trailer, at least make it look like a trailer...
