My advice

Storyboards are an animator's best friend. If you're not doing that already, now would be a good time to start.

Drawing stick figures is fine for a start, but building characters out of graphics will generally look cleaner and smoother, and save you time in the long run. Look for character building tutorials on the Internet to learn more.

ActionScript: a Flash artist's best friend. Just add the "stop" ActionScript to the final frame to keep it from looping; a "replay" button is usually not a bad idea either.

It looks like you got the basic concept down, more or less.

While i'm no expert in making flash scenes, i'd like to suggest that the next steps you take would be to expand on it by making more details.

If slow steps are still necessary, I guess you can start by making a real background next time (it can still be "static" just so long as something is there), then from there, try moving on from simple stick figures (unless thats the genre style your looking to get into)

QUESTION: Was he intentionally slicing through a Care Bear at the end? Or was that just the adrenaline rush telling him to assume the "hug" was a threat :P ?

Uhh

I didn't really like it. It was really just a clip and had no value by its self. The animation was par and there was no point into bring this clip to Newgrounds. I suggest making the whole thing and then you can be taken seriously. The clip needed better animation to make things smoother

i would say...

try to make it longer, and add a little more "in between" frames. sometimes when the ninja was attacking it was a little glitchy looking. And maybe add a little more detail or keep the simplistic look you have, either way is fine. Great nija at the end, maybe less blood.
