Not very original

The whole "Bush is dumb" angle has about been done to death. If you are determined to do yet one more movie about Bush, I think it is pretty important that you come up with something that hasn't been done by half the internet already.
The sound was pretty low quality, and although you had two characters speaking I couldn't tell which was which.
The drawings were pretty low quality as well. I'm guessing this is something you just tossed together pretty quickly, at least that is how it appears.

generally poor

poorly drawn, poorly animated, poor quality of sound, and your voice generally just sounds like a chipmunk with a cold. your "political message" goes over like a ton of bricks all painted bright yellow and green and even blue. and as for the "sound glitch" you mentioned, it wasn't noticeable, because like I said the sound quality was poor all the way through. also you had no smoothness to your lines, it was just random crap.

That was a great animation. The only thing was the audio. The audio quality wasn't the best, I'd suggest buying an external microphone if you're going to continue doing voice overs. Also, you don't really sound like Bush, and you didn't really try to change your voice for the secret service agent. Perhaps you could get a friend to do the voice overs in your next movie. The animation was good and pretty funny and I liked the art style. Keep making good animations like this.

Sure, it is pretty crappy when it comes to the drawing, but I guess it is slightly humerous.
