to make frames faster in flash there should be a figure just under your timeline saing something like 30fps (frames per second) double click it and make the number bigger to suit what you want ;)

Frame rate

This would have been an okay flash if only it had a high frame rate.
I read your commentary, so to change the frame rate

1. click the empty canvas
2. at the bottom it will say "frame rate"
3. type in your desired frame rate
