The game has great potential but it was very very poorly made if you could maybe make the graphics of the background better and make the guys whole body move instead of just his arm its like you just slapped down this idea and made it in 5 minutes.

Nice concept, but

I really liked the idea of the game, but it was made poorly.
First of all, instead of Pico spinning around you could just make his arm move. The sound effects are boring, and you should add some background music.
About the gameplay, it's boring to just shoot the flash things, and then turn around to shoot the next one. Make 'em come more than one at a time!

where to start

Let me start by saying that I was realy excited when I read the name and the description of the game. Sounded like a fun concept, but then I played it. For starters pico doesn't even move all the way to one side! The fact that he turns in a circle instead of moving his arm is pretty lame he should be stationary with the arm holding the gun moving. There should be more diversity in the flash things your shooting. You should use some of the actual crappy submissions on newgrounds......like this one.

a tad sub-par

My biggest problem with this is that pico does not move quickly enough. improve on the speed, and maybe make the "crappy flashes" look more interesting, add pictures of clocks or stick figures or something like that to them.
