I've been watching a few of the movies, and I've seen several of the same characters (example: Clock Crew) being used by more than one different person.
Do the characters belong to one certain person, or are they owned by "the site", and useable by everyone?
Also, if someone creates an origianl character for a series, are other people allowed to use the character or do they need premission first?
Generally speaking, the creator of each individual character is the technical 'owner', although flash groups, such as the clock crew, often make movies involving the characters of other Clock Crew members.
There are parodies on NG involving certain of the more famous characters featured on the site, but as a matter of etiquette, you should ask the creator of the character in question if you want to use an interpretation of it in a submission of your own.
