Idk. But the other day, I rebooted my computer...and now I can see banners!!!

It's likely an ad-blocking software that's preventing you from seeing them. Newgrounds keeps banners in a directory named /banners/, so make sure you aren't preventing NG from showing you these in your ad-blocking options.
It's still not working. I've been through the Google Ad-blocker I have it all it says is disable and alllowed websites. I've disabled it and it still hasn't worked, I've put in Newgrounds as an allowed website....STILL dosn't work.

I'm having exactly the same problem. I can't see any user banners at all.

Yup,
Cleared the Cache, Checked the security settings, performed a full system maintenance, ran virus software, checked for adware....did everything I could think of and nothing. I can view my banner at work, but nothing at home.
For some reason I just added a banner to my user page and now I can see mine and everybody elses.
Try getting a banner from http://www.newgrounds.com/bbs/topic/8497 82 and add to your user page and maybe you might be able to see others banners.
Just out of curiosity, what sacurity system are you using on your PC? I had a problem like this when I had McAfee Privacy installed. Also, checking any adblocking extensions on Firefox (if you use firefox).
I forgot about McAfee, I've got it on my comp but I don't think it's activated. I was being stupid and looking at the Google blocker.
