It depends on your style, if you want to submit animations or games onto Newgrounds, then you're going to need flash, but if you want to create claymations and things like that, I would suggest AnimatorDV simple, which is a free stop-motion program which I used for a while before getting flash, it's quite easy to use so I think you'll get on well with it. Bear in mind that you can't submit these onto Newgrounds without a converter which usually cost you around $40 - $60.
Can you draw in that program? I.E. -
Can I draw very simple drawings & then grab an drawings arm with the mouse cursor/pointer & move it while the program records the motion?

If you want a drawing program that's free, I suggest Gimp. It's a very good alternative to photoshop. For help with the program, see Gimp's own documentation section.
For other tutorials, searching on Google will do the job.
