Well, you can use any program like Paint, Paint Shop Pro, Photoshop etc, and you can get sprites from here - http://pokemonelite2000.com/sprites.html . Paint can let you just put one bit onto a different picture, but it'll be really simple. Paint Shop Pro and Photoshop let you change the colour, warp things and so on. Hope this helps =P

Paint also lets you change the colors, but there are limited color choices. I use Paintbrush, like Paint but without the eyedropper tool, but with a whole spectrum of colors you can use! Hope I helped :p

About the starters contest, I have two questions:
1. Can I use the evolved forms of the starters?
2. Can I use all 12 of the starters, as long as I use the D/P sprites? Or do I have to use Piplup, Turtwig, and Chimchar only?

Yay! Thanks nitro-burner. I agree with you, there are too many fire themed fusions, possibly because there are more flames in pokemon than there are bubbles or leaves... If I get the time, I'll make a grass one, and go with the higher rated one. Thanks again!
P.S. I'm downloading the trial version of Photoshop now, so it should look a lot better.
