In movies, they have the added dimensions of using scary soundtracks or scare tactics, but books require pure literary instinct to produce dread and terror, so
I'm looking for suggestions not of the top 10 or anything like that, but THE scariest story ever written.

These two guys made a scarecrow that was scary as hell looking and everyday it would end up in a different spot in the cornfeild.. one night one of the men were sleeping in his bed when he woke up to find the scarecrow laying on the end of his bed with his friends head in his hand and he slaughtered the other man.
