Ok. There's this guy who is the best football player on PE. Yes. But he is best only if he has best players in his team. He think that he deserves all of those. He obviously doesn't know what balance is. He then refuses to play normally, and after he loses, he blames his lose on other players. No kidding. He was literally red after recent lesson. He takes all those insignificant PE matches so seriously. So, our teacher throws him to team of best players to calm him down. His team then has unfair advantage over weaker players and wins everytime.

This has never happened to me personally but has happened to a friend. I don't know how it is in other countries. But in most American Public schools, there's a policy called "Zero Tolerance." No matter who started a fight, everyone involved in it gets suspended. Even if they were just defending themselves from a bully.
