We were founded in 2005 by EGSC EagleRock to provide a user-based community that helps keep the portal safe and balanced. We watch for rule-breaking content, improper reviews, stolen material and anything that just doesn't really belong here. We are not a "blam" club - there are many sub-optimal entries posted daily that we ignore, since they aren't rule breaking, and we let the general public vote them in or out. We also provide a public forum where anyone can post what they think needs to be addressed, such as pornographic content or a stolen/duplicated submission. You can read more about us here .
To provide this level of support, we do have some guidelines and requirements for becoming a full member, and we also have the ROTC Program that lets new users like yourself get started as a trainee.
Take a look at those pages, and hopefully, you'll get a better idea of who we are and what we do. In the meantime, you are always welcome to help the cause by posting rule-breaking entries, questions about us or Newgrounds, or anything else that would be helpful.
Once you reach Portal Security level, if you are interested in joining the ROTC, let us know - we'll evaluate you then, and see if you have the right stuff.

Ok i have thinked it for a little bit and, Yeah ill join the ROTC to start, i really like to see stuff here, mostly art (in undiscovered artists) to see if i can find new good artists and check they progress on newgrounds ( i will be also reviewing in the other portals). thanks for responding my post!

Yeah, that's not gameplay footage. It is a recording of a Scratch program, but no gameplay. I think this is just barely acceptable as far as the rules go... very little chance it survives judgment, though.
