Of course it's not bad. And you say you're 15, well I don't see a problem with that at all. I think the absolute limit is 14, any younger than that is just bleh. Oh and as long as your responsible and the other person isn't way younger/older than you. Other than that, go for it.

Well in a technical sense, sex education or contraceptual teachings usually do get reactions from people, and the program isn't suppost to scare anyone, although sex education classes have strange content and the way it is teached.. And about religion, I won't need to go too much into depht about it (I'm not quite sure what you're trying to get to,) but depending on the religion, not practicing sex for pleasurable motives and among others goes back to the conservative philosophy of the religion, depending which one you are reffering to.

What i was saying was that teachers bring up reglion in sex ed and say tthat you must be right with god and god only wants in done when your married.I argued with my teacher about how she shouldnt bring up god because we are not all regilous people

Where I live, its highly encouraged, you act like its some sort of tabboo because you will be under 18 (ooohhhhh). It's not a bad thing to have sex before 18 but it's not the best either. You have to be responsibile over the reprocussions under-age sex could bring, like what if you accidently get this girl pregnant, would she abort or not abort, what would her parents think of you, what would your parents think of you, if she didn't abort would you have to get a job right away and support her..it can be a very stressful thought.
