That's not envy's true face, he hids his real appearance till the very last few episodes. He's actually the half brother of Al and Ed. Dante is his mother and well you get the rest. He hates the Elric brothers because he hates his father wich is also their father.

It's a parallel universe of our modern times. This becomes important at the end of the series. (Has to do with the Gate.)
