In Photoshop, just get the layer, filter, pixelate, mosaic. Then is the tricky part, select a number that is reletive to how well known the celebrity. For like, Tom Cruise, you'd make it a higher number, but for, say, Jeff Bridges, you'd make it a smaller number, as he is less well known.
